PCCS and Soar Beyond partner to turn cardiovascular ambition into neighbourhood action
Press Release
Partnership will strengthen workforce capability and support the leadership and ownership gap in delivering integrated cardiovascular, kidney and metabolic care
30th Oct 2026 – The Primary Care Cardiovascular Society (PCCS) and Soar Beyond Ltd have come together to help multidisciplinary teams translate national cardiovascular priorities into practical, sustainable improvements in patient care.
The partnership combines the PCCS’s clinical leadership, expertise and professional networks with Soar Beyond’s established track record in workforce development, service redesign and implementation. Together, they will support the ambitions of the Cardiovascular Disease Modern Service Framework (CVD MSF), helping systems and neighbourhoods build the capability, leadership and shared ownership needed to deliver integrated cardiovascular, kidney and metabolic (CVKM) care.
Beverley Bostock, President of the PCCS, said:
“The Modern Service Framework presents an important opportunity to improve cardiovascular care and respond to the interconnected needs of people living with kidney and metabolic conditions. Realising that opportunity will depend on collaboration across the multidisciplinary team, supported by clear local leadership and practical support to translate clinical priorities into coordinated, locally relevant services.
“Delivering ambitious policy depends on a workforce that’s clinically capable and supported to lead change and drive implementation. Multidisciplinary teams across the NHS already bring extensive skills and experience to patient care but these skills are not often taught or systematically deployed within the NHS. Soar Beyond’s change management and implementation expertise, including its translation of quality improvement, project and change management methodologies into practice, complements the PCCS’s clinical leadership and networks. Together, we can help our members and the wider multidisciplinary team build on their strengths, share ownership of change and deliver more joined-up care.
“Our CVKM Neighbourhood Mobilisation Programme will provide a practical starting point, helping teams agree what needs to change, who will lead it and how to make it happen.”
Building capability across the whole team
As part of the partnership, the PCCS will review the competency frameworks that underpin Soar Beyond’s CVRM Accelerator programme for generalist practitioners and its Clinical Champions programme for advanced clinicians, with a view to endorsement through the PCCS’s education governance processes. The frameworks will also be developed further to support advanced practice and wider multidisciplinary use.
The collaboration will open these programmes up beyond pharmacists, helping teams make the most of the complementary skills of nurses, GPs, pharmacists and other professionals.
Tiba Rao, Chief Innovation Officer and Co-founder of Soar Beyond, said:
“Clinical ambition needs to be matched by the capacity and capability to deliver it. Across primary care, pharmacists, nurses, GPs and other professionals are ready to lead improvement in cardiovascular, kidney and metabolic care, but they need the time, tools and support to turn national priorities into local practice.
“Sustainable improvement depends on the whole team working together. By combining PCCS’s clinical leadership with practical change and implementation skills, we can help teams take ownership of implementing national and local pathways, reduce unwarranted variation and inequalities in care, and ensure patients have timely access to the medicines and innovations that can make a real difference to their lives.”
The CVKM Neighbourhood Mobilisation Programme
An early priority is the CVKM Neighbourhood Mobilisation Programme, a proposed 12-week programme designed to support shared leadership and ownership in implementing the ambitions of the CVD MSF.
The programme will be designed and delivered by Soar Beyond, with the PCCS providing clinical and leadership oversight, and delivered in partnership with pharmaceutical and life sciences companies.
Drawing on Soar Beyond’s 4D® methodology, Diagnose, Design, Deliver, Demonstrate, and PCCS clinical expertise, the programme will help teams:
-
Assess local population needs and identify service and workforce gaps.
-
Define and appraise CVKM service models and patient pathways suited to neighbourhood and multi-neighbourhood provider delivery models.
-
Agree leadership, workforce roles, accountability and governance.
-
Develop a practical 90-day mobilisation plan with clear measures of success.
The programme will bring together clinical and service leaders with partners from across the multidisciplinary team, needed to implement change, creating a shared route from national ambition to local action.
Soar Beyond and the PCCS are now seeking input from prospective pharmaceutical and life sciences partners to help shape partnership packages and explore the support available to enable programme delivery.
